- The Mexico - European Union Social Cohesion Laboratory II (LCS II, by its Spanish acronym) is a bilateral cooperation program, whose main objective is to strengthen social cohesion in Mexico through the promotion of structural reforms that improve equal opportunities in access to justice, human rights, security, employment and basic public services.
- The LCS II supports the states of Oaxaca and San Luis Potosí, and collaborates with federal government agencies by improving the performance of public officers and institutions by generating effective processes, tools and promoting innovative participatory mechanisms and supporting the design, planning, execution, coordination and supervision of public programs.
- The program promotes policies that facilitate access to quality public services and programs and invloves more than 40 institutions that have undertaken more than 2000 activities at the federal, state and municipal levels.
- Through this program, Mexico and the European Union advance, primarily, in the 16th Sustainable Development Goal, which promotes just, peaceful and inclusive societies.
- This program is co-financed by Mexico and the European Union; it was signed on November 19, 2013. The operational phase of the program will run until November 18, 2018 and its closing phase until May 18, 2019.
Within the framework of the program, these are the main set of activities to promote social cohesion:
1. Implementation of pilot initiatives in areas that contributes to social cohesion (social development, micro-regionalization, health -with emphasis on maternal and child health- access to formal labor market).

2 Subsidies to public institutions in the States of Oaxaca and San Luis Potosi that oversee human rights; gender equality; transparency, and access to public information.

3 Subsidies to Civil Society Organizations that develop innovative experiences in different areas of social cohesion.

4 Creation of fora and thematic platforms that facilitate dialogue and the exchange of experiences between different institutional actors and civil society on relevant issues for social cohesion in Mexico.

5 Technical assistance to federal and state institutions (in particular in Oaxaca and San Luis Potosi) to implement and consolidate innovative practices around the Social Cohesion II Laboratory (LCS II).

In a nutshell:
The program reaffirms the common values that Mexico and the European Union share and that guides their strategic partnership.
The Human Rights Approach is a conceptual framework promoted as one of the best practices for international cooperation, which is based on international human rights standards to guide the promotion and protection of these rights.
At the multilateral level, Mexico and the European Union have many coincidences for the promotion and protection of human rights and support the integration of human rights principles to advance sustainable development.
The Social Cohesion Laboratory is a joint effort to move towards equitable free access so that no one is left behind. Mexico and the European Union have a strong commitment to accomplish the goal that each person fully enjoy their human rights such as the right to security; to justice; to political participation and the satisfaction of economic, social, cultural and environmental rights.
